Hold, with no colour attached
A clear gel does one job all day: it keeps the hairs pointing in the direction you brushed them. There is no pigment involved, so it goes over a pencil or a pomade without shifting the shade, and it works on bare brows when you want the shape and nothing else.

How to use
Brush the hairs up and out with the wand, working from the front of the brow toward the tail. Press any strays into place while the gel is still wet, then leave it to set. Use less than you expect, since a heavy coat is what makes brows look stiff.
